Department of Water Implements Scheduled Rate Increase

The Department of Water (DOW) has implemented its second of four rate increases scheduled through Fiscal year 2015.

Property owners reminded about upcoming real property changes

LĪHU‘E – County officials are reminding property owners about the changes to the county’s real property system that will take effect on July 1.

Ordinance No. 920, the law mandating the changes, was passed in December of last year to provide for a fair, more efficient real property tax system.

One of the most significant changes pertains to properties that are owner-occupied and also have long-term affordable rentals (LTLs).

Under the new law, owners of this type of dual usage properties are now eligible for the homestead tax rate as well as the permanent home use (PHU) tax cap. To qualify, LTLs must be leased for one year or longer at levels that don’t exceed 80 percent of the Kaua'i median household income, which are established annually by the U.S. Department of Housing and Urban Development.

Applications for the new tax rate for dual usage properties must be submitted by September 30, 2012.

50-unit affordable rental project completed in Koloa

KŌLOA – A dedication was held today marking the completion of Pa'anau Village phase two, a 50-unit affordable rental complex.

Located in Kōloa, the project has a mix of one, two and three-bedroom apartments with three units that are specially designed for people with disabilities.

Monthly rents range from $575 to $850, which include water and sewer.

Although all of the income-qualified tenants for the Pa'anau Village units were determined by a lottery, applications are still being accepted for future openings.

“We are very pleased that 50 Kaua'i families will soon be moving into a new affordable rental complex that’s designed with a number of green elements including: solar hot water heating; Energy Star appliances; ceiling fans; and water conserving plumbing,” said Mayor Bernard Carvalho, Jr. “This is an example of how partnerships between federal, state and county governments and private entities can really benefit our residents.”
